The principal cannot enumerate every action and inaction in advance, so the agent's mandate is necessarily underspecified.

The same mechanism was documented in a human institutional setting in 2019: bounded rationality and incomplete foresight make complete contracting over agent action impossible. kaal:claim:3373393-008. This failure is structural. It is not an artifact of current technology, and the agent setting changes its speed rather than its existence.
