# Engage Wulf A. Kaal

This page is the agent-reachable mirror of the engagement pages at wulfkaal.com
(consulting, speaker), which some automated clients cannot fetch. Content is
maintained in parallel; where the two differ, wulfkaal.com is current for humans

Technology moves faster than the law. That gap, the pacing problem, is where most
regulatory risk in emerging technology originates. It is also where the advantage
sits for organizations that manage the gap deliberately. Wulf Kaal works in that
gap as a scholar, adviser, and expert witness. He advises governments and
policymakers, enterprises, international law firms, investment funds, and
founders. The work draws on 133 scholarly publications, proprietary datasets on
private funds and token markets, and prior practice at Cravath, Swaine & Moore
and Goldman Sachs.

## Advisory practice

- Agent reputation mechanism design: ERC-8004-class reputation layers, evaluator
economics, Sybil-resistant feedback, staked consequence, and validation-pool
  architecture. Published architecture since 2018
  (https://papers.ssrn.com/sol3/papers.cfm?abstract_id=3125822) and the
  institutional layer above the registries
  (https://papers.ssrn.com/sol3/papers.cfm?abstract_id=6886078).
- Artificial intelligence and agentic systems: governance frameworks for
autonomous AI agents, Know Your Agent regulatory design, liability allocation
when software transacts on its own account, AI agent legal entities and
liability interfaces (DUNA, agent LLCs, agent-as-manager structures), model and
data governance, and the institutional design questions that follow.
- Digital assets and market structure: securities-law status of tokens and
tokenized real-world assets, stablecoin design, custody and exchange
arrangements, and formation and compliance for digital-asset funds.
- Securities regulation and private funds: SEC and FINRA regulatory strategy,
investment-adviser and broker-dealer obligations, fiduciary duties, disclosure,
insider trading, and compliance programs for private investment funds
  (Dodd-Frank, Form PF, Form ADV).
- Decentralized governance: DAO design and capture resistance, token-holder
voting, on-chain governance mechanisms, reputation-based validation, and
  dynamic regulation for AI oversight.

## Expert witness and litigation support

Wulf works with major international law firms in complex litigation involving
private investment funds, alternative investments, digital assets, and
autonomous agent systems. Engagements include expert reports, deposition and
trial testimony, and consulting-expert analysis of market practice and
regulatory standards. He is a FINRA arbitrator. Every engagement begins with a
conflicts check.

## Speaking

The hard questions in artificial intelligence and digital assets are
institutional, not technical: who governs autonomous agents, how tokens fit
securities law, what regulation looks like when technology outpaces it. Wulf
Kaal speaks to exactly that intersection. Past engagements include the World
Economic Forum (2018, 2019, and 2022), the European Central Bank, Harvard,
Columbia, the University of Chicago, UCLA, Northwestern, George Washington,
Emory, Notre Dame, Bocconi, and Tilburg.

Topics: AI agents and the law; agent economies and reputation infrastructure;
digital assets and securities regulation; decentralized governance and why most
governance failures are institutional design failures, not technical ones.
Formats: keynotes, panels, moderated conversations, executive briefings, and
faculty workshops.

Booking: email wulf@wulfkaal.com with the event name, date, location, audience,
and format.
