The shift to consensus democracy and limits of institutional design in Asia presents the following source proposition: At the same time, however, these de jure changes are not associated with de facto political development in terms of greater democratic quality, counter to theoretical expectations. This proposition is pertinent to Kaal's source-bound claim that Ex ante remedies for the downsides of representative democracy were not technologically possible when democratic representation was designed, so its downsides such as corruption, bribery, and bias had to be tolerated as inevitable tradeoffs.
