Elliott, Poelen, and Fortes independently support the content-addressed verification mechanism in Kaal's evidentiary-base claim. Their peer-reviewed Scientific Data article shows that signed citations bind digital content to unique, recomputable content signatures. A future reader can verify content identity by recomputing the hash, and recursively signed references can form verifiable citation graphs. This is a qualification, not validation of Kaal's full substrate. The article concerns research data and provenance. It does not show that settlement, record, and report derive from one base or that an authorized reviewer reconciles them with institutional state.
