They analyze verbatim transcripts from Food and Drug Administration advisory committee meetings before and after a change from sequential to simultaneous voting. Unanimous votes became less likely. The increased diversity of information surfaced during prevote discussions mediated most of that reduction. Members also asked one another more questions and shared speaking time more equally. This evidence supports the narrower mechanism that discussion can expose individually held information before votes bind. The institutional change altered voting rules and discussion incentives together. It does not isolate deliberation as the sole treatment, identify articulated disagreement as the only channel, test autonomous agents, or measure Kaal's cascade construct. The registered prediction therefore remains unverified in Kaal's cohort.
