Dogonowski identifies a corresponding institutional constraint in AI deployment. Computational capability scales faster than an organization's capacity to validate AI-mediated outputs. The model therefore treats verification, not generation, as the binding constraint on safe deployment and shows how costly verification can produce a stable zero-verification equilibrium. This independently extends Kaal's proposition that abundant individual computation can relocate boundedness to institutional verification capacity. The evidence is limited to a posted organizational model. It does not establish that computation exceeds every decision requirement, or that aggregation and collective action are the only remaining constraints.
