Extension: Henry A. Kissinger, How the Enlightenment Ends (The Atlantic, June 2018)
Montesquieu's insight was that the body making the law should not also execute and judge it. The protected claim holds that separating non-transferable reputation tokens from fungible collateral tokens closes the governance-capture pathway single-token systems expose, in which voting power can be purchased or borrowed. Kaal's position names the historical form of that pathway: token-weighted voting reproduces the property qualification for suffrage, and reputation that cannot be bought retires it. The essay's wider proposal, that assessment, contestation and adjudication be separated into distinct stages with distinct participants, rests on other parts of the architecture and not on this claim.
