The same continuity guarantee that prevents whitewashing creates a persistent linkage surface, and distributed operation makes lawful data handling harder to demonstrate rather than easier: distribution "complicates the tracking of data flows and the enforcement of privacy controls, making it difficult to demonstrate compliance during audits" (Kaal 2024b, claim 4941807-027). The protocol manages this tension. It does not dissolve it.
