This Article develops Persona Protocol as a proposed trust-continuity layer for autonomous systems. The protocol separates four questions that current designs collapse. Continuity asks whether the present actor is the same governed Persona that earned a record. Competence asks what that Persona has demonstrated in a defined domain and context. Trust asks what confidence a relying party may place in that evidence for a specific decision. Authority asks whether an authorized principal has granted permission for the proposed action under current policy limits. These four questions require distinct protocol objects, distinct decision owners, and distinct failure rules.
